From a shared ambition to concrete action
How do we translate shared Nordic-Baltic ambitions for inclusive AI into concrete action?
A shared Nordic approach to an inclusive, fair and accessible
AI is becoming an increasingly significant part of our public services, working lives, education and everyday lives. This creates new opportunities for participation, independence and access – but also carries the risk that existing barriers and inequalities will be perpetuated or exacerbated.
The project brings together people with disabilities, organisations, public authorities, researchers, experts and technology stakeholders from across the Nordic and Baltic regions. Together, we are investigating what is specifically needed to develop and use AI in a more inclusive, fair and accessible way – and translating these insights into joint recommendations.
The project is being carried out by Disability Tech Denmark with support from the Nordic Council of Ministers and AccessibleEU.
Five workshops. One common goal.
In autumn 2026, we hosted five online workshops with participants from across the Nordic and Baltic regions. Each workshop brought together a range of perspectives – including people with disabilities and user organisations, public authorities, researchers, professionals, and stakeholders in the technology and innovation sectors. The aim was to identify specific barriers, risks and opportunities, and to establish a shared knowledge base for the recommendations developed through the project.

How can AI support learning, participation and accessibility for children and young people – and where might the technology create new barriers?
Work, employment and entrepreneurship
How can AI create better opportunities for participation in working life – and what risks should we be aware of?
Everyday life, civil society, culture and participation
How does AI affect opportunities to participate in everyday life, culture, leisure and civil society?
Assistive technology, communication and self-determination
How can AI and digital technologies support access to public services, communication and self-determination?
Governance, rights and responsible implementation
How can we ensure that AI is developed and implemented in a way that protects rights and prevents discrimination?
What do we want to investigate?
Across the project’s activities, we are examining both the opportunities offered by AI and the barriers and risks that the technology may pose to people with disabilities.
We are focusing in particular on:
- Accessibility and universal design
- The risk of discrimination and bias
- Genuine inclusion of people with disabilities
- Opportunities for greater participation
- Independence and access
- Responsible development and
- Implementation of AI
- Experiences and solutions that can be shared across the Nordic and Baltic regions
A key principle is that people with disabilities must be directly involved in the discussions and decisions that concern them.
About the Ministerial Declaration
In June 2025, the Nordic ministers for social affairs and health and the Nordic and Baltic ministers for digitalisation adopted a joint declaration on inclusive, equitable and accessible AI.
Among other things, the declaration highlights the importance of accessibility, non-discrimination and the active involvement of people with disabilities in the development and use of AI.
The project builds on the declaration and works to translate these shared ambitions into concrete insights and recommendations.
Working together towards a more inclusive future
The Nordic Disability Tech Summit brings together organisations and partners working in the fields of technology, accessibility, disability, welfare and innovation.
